BlueServ in Action

About BlueServ

BlueServ was founded by Eric Purnell. Over 16 years ago, he also started Allied

Companies, a civil engineering firm that has served as the Program Manager for the

largest and most advanced wastewater treatment plant (WWTP) in the world. In that

capacity, his firm managed the $2.1 Billion wastewater treatment plant expansion which

improved several technical processes, a few of which include:

  • Denitrification,
  • Enhancing existing tanks for nitrification, as well as
  • Building an 890-million-gallons-per-day (mgd) pump station,
  • Post-aeration facilities, new channels and conveyance structures

Our Approach

BlueServ is guided to bring a new economy of skills, training and development to youth

and adults challenged by water contamination. Our approach is unique as our

leadership, teams of instructional design, engineers and water science professionals

have decades of research and experience in our respective fields.


Considering the water crisis faced by many challenged communities, there is a profound

underrepresentation of water governance. Couple this with a lack of employment and

education opportunities for lower income youth and it becomes clear that it is critical we

continue to offer students the most impassioned, empowering, and exciting water

science education learning opportunities possible.

Our why and the need for training

  • Contaminated water is a national issue and can be a National Security issue
  • There is substantial evidence that contaminated water harms all aspects of life here


In the US. Consider the following:

  • - World Health Organization (WHO) states that waterborne diseases such as PFAS, are a leading cause of irreversible illness and death. Shortage of critical works at treatment plants and other critical locations that require maintenance or upgrades, would surely increase those risks.


Texas Water Foundation study

  • More than 60 percent of respondents reported that they are currently experiencing workforce-related challenges, and 76 percent indicated hiring and retaining qualified employees as a medium to high risk to their organizations in the future.  
  • “Water utilities across Texas are facing a shortage of qualified personnel to operate their systems,” said Jeremy Mazur, Senior Policy Advisor of Texas 2036.
  • “The success of any state investment in water infrastructure ultimately hinges on the availability of qualified personnel to operate those systems.”

Our Team

Eric Purnell – Founder and Chief Executive

Eric Purnell is a leader in the large infrastructure industry and has worked nationally and

globally in program management and construction leading overall business

strategy and major billion-dollar Capital Programs.  He is an executive with 28 years’

experience driving strategic growth nationally and internationally within the infrastructure

sector, focusing on operational excellence and maximizing client engagement and

growing talent.

Engineering Distinguishing Capabilities:

Project Delivery and Executive Leadership: Advised owners and service providers

globally on successful implementation of billion-dollar Capital Programs.  


Market Sector Leadership: Leader of engineering and construction firm in Wastewater

Treatment facility design, construction, and infrastructure development. 


Team Building: Led and inspired teams nationally to provide innovative solutions for

clients. His expertise includes management, project management and construction

management.  Highly skilled in program and project controls, schedule management,

cost management, quality management, communications/collaboration, risk

management and scope management, management information systems, and

executive presentation. He is seasoned in managing and directing billion-dollar Capital

Expenditure programs and leading diverse and multi-talented teams. He is a leader in

development of major Wastewater Treatment Plant as well as other infrastructure

Capital Programs.

Tiffany Passmore – Program Manager, STEM Coordinator

Tiffany Passmore is an accomplished Technology Leader with over 20 years of

experience in strategically planning and executing complex technology initiatives. With a

strong background in technical project management, cloud technologies, and robotic

process automation, Tiffany brings a wealth of knowledge and expertise to her role as a

STEM Coordinator. 


Throughout her career, Tiffany has demonstrated her ability to lead and inspire talented

teams, champion inclusion, diversity, equity, and alliance initiatives, and implement

innovative technologies. She has a proven track record of increasing operational

efficiency and delivering projects under budget while exceeding expectations. 


Tiffany's career also includes significant contributions at the Department of Defense,

Health and Human Services, Universities Space Research Association, Washington

Metro Area Transit Authority and United Educators where she managed high-impact

technology projects and collaborated with C-level executives to align strategic visions

with project deliverables. 


Her expertise extends to cloud migration, cloud security, identity access management,

application development and infrastructure project management.


Tiffany holds a Bachelor of Science in Psychology from Bowie State University and is a

certified Scrum Master with extensive professional development in ITIL, AWS, Azure,

and various project management tools. She is also ADKAR certified in change

management.


In addition to these accomplishments Tiffany is an avid supporter of increasing the

pipeline of diverse representation in STEM fields. She is currently a member of

Developer Division, Blacks at Microsoft Leadership Team and serves as Summer

Collegiate Intern Coordinator.

Raylene Long – Senior Operations Manager

Raylene is a seasoned operations professional with over 25 years of success in leading

multimillion-dollar operations, developing customer-centric teams, and continuously

innovating workflows to impact efficiency and profitability.


Combines expertise in operations management and goal-driven leadership strategies to

align processes, staff, and resources towards surpassing company goals and exceeding

client expectations.


In her latest role in senior leadership at Comcast Corporation, she provided

comprehensive leadership for 14 regional locations, developed top level teams, and

consistently surpassed goals across all key metrics. Other key highlights include:


  • 8+ Years in Senior Leadership Roles, Overseeing Multiple Regional Facilities & Service Centers
  • 15+ years in Building high-performing Managers, Supervisors & Teams of staff
